Tokyo based Belgian artist Eric Van Hove is initiating a very interesting tactical exhibition project in Tokyo, using new cell phone operated secure public lockers in the basement of a game center in Shibuya. The project is not operational yet, but you can read about it HERE.
I am reminded of the work of Iwai Shigeaki for Ginburart (1993), organised by Masato Nakamura. Iwai used coin lockers in Ginza subway station to place small sound works which one could listen to by pressing one's ear up against the locker doors.
Eric's very comprehensive website , archiving his many projects in remote parts of the world is also well worth a visit.
